The European Banking Authority (EBA) is an independent EU authority that works to ensure effective and consistent prudential regulation and supervision across the European banking sector. Under MiCA, the EBA directly supervises "significant" asset-referenced tokens (ARTs) and e-money tokens (EMTs) - stablecoins exceeding thresholds for cross-border use, transaction volume, or market capitalization. The EBA issues binding technical standards, coordinates with national competent authorities, and can intervene when consumer protection or financial stability is at risk. For crypto markets, EBA oversight represents the highest tier of EU stablecoin supervision.
